I haven't read the article but from the excerpt here I can say I disagree. I have done sex work in other cities and don't find much difference between the clientele. The real difference is between the locals and the business travelers. I almost NEVER have trouble with clients visiting on business and staying in a hotel. But whenever I have problems with johns they almost ALWAYS come out of the local clientele. That goes for every city I've worked.
